Abstract:
Effective use of EM begins with a clear definition of objectives, capabilities, and needs. Once you have defined what is “special” about a special population—whether it’s DV cases or DUIs—you can start putting together a program that meets those special needs. Recently, Satellite Tracking of People led a group of court officers in an exercise in prototyping EM programs for specific special populations. This article shares some of the techniques and insights gained in that exercise. Keywords: Specialized offender monitoring caseloads
