Abstract: 

Marc Renzema, founding editor of Journal of Offender Monitoring, comments on James Kilgore’s “A New Paradigm” and finds that, although he and Kilgore start from very different circumstances and experience—Renzema began his career as a prison psychologist before turning to research on electronic monitoring—the two arrive at similar conclusions: electronic monitoring would benefit from agreed upon principles for when it is to be used, for what purpose, under what conditions, with what specific types of offenders, and with what expected outcomes.
