Abstract:
The way law enforcement deals with young offenders has long-term effects for the juveniles and their families. With training and awareness, officers who encounter impaired or atrisk youths may find ways to divert them from the criminal justice system. The key is whether the response to the youth is punitive or supportive. Keywords: school-to-prison pipeline; Youth Focused Policing Agency Self-Assessment Tool; distinction between high-risk and low-risk offenders; Gideon v.
