Abstract:
It is a given that zero tolerance laws have saved lives. Approximately 13,000 people die each year in the U.S. alone due to alcohol-related accidents. With so many legal prohibitions, is it fair to say that the reduction in alcohol-related fatalities among people under age 21 is due only to the effectiveness of zero tolerance laws?
