Abstract: 

In a series of articles published in September in the Sacramento Bee (www.sacbee.com/news/projects/ ucrape), the University of California (UC) was accused of underreporting sex crime statistics. The Bee conducted a five-month investigation that included dozens of interviews with university officials, lawmakers, members of watchdog organizations, and victims. The complaint is reproduced here because the allegations it makes may be instructive to other colleges wishing to avoid the scrutiny and media attention being directed at the UC schools.
