Abstract:
Unlike the sex offender civil confinement laws in other states, New York’s law allows sex offenders to be either confined in a Secure Treatment Facility (STF) operated by the New York State Office of Mental Health (OMH) or managed in the community under a Strict and Intensive Supervision and Treatment (SIST) order. Although some sex offender civil confinement states have conditional release programs, SIST is unique in that sex offenders can be court-ordered directly to the community under a SIST order, bypassing civil confinement in a STF, or (similar to conditional release programs in other states) sex offenders can be released from a STF to SIST.Keywords: Goals; SIST investigations; Respondent Demographics/Characteristics; supervision; monitoring; treatment services; risk factor assessment; Progress, Compliance, and Engagement; Violation Process; Implementation History; civil confinement costs
