Abstract: 

This year as we commemorate the 30th anniversary of the Violence Against Women Act (VAWA), we also commemorate another important anniversary in the domestic violence movement—that is, the 40th anniversary of the Victims of Crime Act (VOCA). This historic legislation created the Crime Victims Fund (VCF) to provide a source of federal funding to support state victim compensation and assistance programs, including those aimed at domestic violence survivors. This is a brief history of VOCA and its impact.
