Abstract: 

Offender assessment is a cornerstone of good correctional practice because it offers a rational basis for practically all client-based decisions. In the community, these decisions include the fundamental issues of: • Whom to supervise; • The intensity at which to supervise; • The content areas on which to focus; and • The style of interaction to employ. These decisions, which are critical to ensuring an effective correctional service and an efficient correctional organization, follow directly from the principles of risk, need, and responsivity (Andrews & Bonta, 2003), which ask: “Whom do we target? What problems do we address? How do we approach the targeted client with his or her identified problem(s)?”
