Abstract: 

Judge Arthur L. Burnett, Sr., is a senior judge on the Superior Court of the District of Columbia, Washington, DC, executive director of the National African-American Drug Policy Coalition, and adjunct professor at Howard University’s School of Law. This article is based on the author’s presentation at the 15th Annual ICCA Research Conference held in San Diego, CA, on October 28–31, 2007.
