Abstract: 

The Charitable Giving Act of 2003 (H.R. 7) passed by the House in September 2003 takes aim at foundation board member compensation by excluding payments in excess of $100,000 from the foundation’s annual required charitable distribution calculation. And if the Center for Public and Nonprofit Leadership, Georgetown Public Policy Institute had its way, the limits would have been even more severe. Why is there suddenly so much talk about compensation for foundation directors? To answer this question, it’s important to understand the events drawing attention to foundation resources, the role of directors, and the law.
