Abstract: 

For at least five years now, Congress has been delving into the practices of charities and donors, looking for abuses and considering legislation to prevent and/or punish them whenever they are found. The Senate Finance Committee has been at the forefront of this effort, led on by its former chair, Senator Chuck Grassley (RIowa), and an enthusiastic and energetic staff. This program led to the enactment of a number of corrective provisions in the Pension Protection Act of 2006.
