Abstract: 

Our first efforts at finding a solution centered around finding a U.S.-based public charity that either already had a relationship with the African charity or was already operating in Africa and was in a position to exercise the required oversight. After inquiring of the charity’s executive director we determined that this was a dead end. We did discover that a major U.S. private foundation had made a multiyear grant to the charity, but we were unsuccessful in reaching an agreement to piggyback on their efforts.
