Abstract: 

One result is an increase in home foreclosures. There are many individuals who acted responsibly in getting mortgages for which they were well qualified, but because of the economic downturn have lost their jobs or had their hours substantially reduced, and now find themselves in danger of foreclosure. These are people who are experiencing temporary, albeit potentially devastating set-backs, for which temporary assistance would mean the difference between keeping their homes and losing them.
