Abstract: 

In the latest development of what is known as the “tough on crime” movement, Kentucky Congressman Ben Chandler sponsored H.R. 2106: No Parole for Sex Offenders Act. The bill, introduced to Congress on May 2, 2007, is currently being considered in committee and is subject to change before it proceeds to a general debate. Although introduced and passed to committee, H.R. 2106 still has to move to a general debate, a process that is uncommon for the majority of bills introduced in Congress. If H.R. 2106 passes the general debate, it would then require a vote from the House of Representatives and Senate, and finally, the signature of the president.
