Abstract: 

Laws that have been passed with a “once and for all” insistence on stopping an intransigent social problem often lead to results that were unintended. In some instances, the undesirable behavior simply goes underground. The era of prohibition is one literal historic example. Death threats made by otherwise law-abiding citizens against pedophiles who are discovered to be living in certain communities, or the suicides of a handful of such offenders who were harassed by “concerned” neighbors, come to mind as examples of the kind of unintended consequences that some laws spur.In the article below, Part I of a multipart piece, the author looks at the consequences of residency restrictions on sex offenders.
