Abstract: 

In 1965, Colorado initiated the APS program in Denver County. In 1974, APS was established as a formal program statewide under Title XX of the Social Security Act. In 1983, Colorado issued its first adult protection statutes for elderly persons aged 65 and older and revised the statutes in 1991 to include at-risk adults 18 years and older. (C.R.S. 26-3.1- 101, 201-206; C.R.S. 18-6-6.5-101-106.) The state regulations promulgated for APS strongly encourage counties to develop Adult Protective Services Multidisciplinary Teams. This article is an insider’s account.
