Abstract: 

This is the first of a multipart article discussing ways to increase the protection of vulnerable adults. The author argues that it is often the misapplication of policy, not the policy itself, which is problematic, and points out that APS practitioners are expected to negotiate the gray area between the poles of unarguable capacity and unquestionable incapacity.
