Abstract: 

This multipart article discusses the challenges of providing the elderly with affordable, quality home healthcare assistance and the government’s attempts to regulate the industry, as well as to protect workers and their clients. A later installment will describe some innovative approaches taken to improving the industry, such as unionization and workers’ co-ops. Accompanying the article is a boxed summary of the Olmstead decision.
