Abstract: 

This article reflects upon the 1991 legal case, Turray v. Seling, C91-664WD (W.D. Wash. 1991) where a jury found the Washington State Special Commitment Center (SCC) guilty of not providing adequate mental health treatment to sex offenders. The author looks at the case, and other related cases, as a means to determine best practices for dealing with sex offenders.
