Abstract: 

Research studies across the country consistently find high rates of mental disorders, substance abuse disorders, and multiple co-occurring diagnoses among youth incarcerated in juvenile facilities. Much of this research indicates that youth in the justice system have problems comparable to those being treated in community-based mental health programs. Cellini explains how this phenomenon affects the juvenile justice system.
