Abstract: 

Given current budgetary constraints and the ineligibility of prisoners to receive Pell Grants, many wardens are concerned that they can no longer offer the education programs that help reduce recidivism rates. Currently, prisons can offer little more than basic literacy training and high school equivalency diplomas, leaving those who can perform at higher academic levels with few programs. This article asks “how can we bring college back to prison as a tool to reduce recidivism without federal funding?” While it is currently impossible to bring college courses for credit back to correctional institutions without the continued support of federal funds, there is a simple means to bring a form of college educational programming back to the prison: the university-prison partnership.
