The concept of risk in its most basic elements is essentially a combination of factors related to the probability of an event, usually an adverse event, coupled with the nature and severity of that event. The most frequent question asked about offender risk assessment is: What does an agency or person need to do to conduct a through risk assessment of an offender and how accurate is that assessment? The purpose of this two-part article is to provide an answer to this question by offering a basic understanding of the concept of risk, the current state-of-the-art knowledge on prediction of criminal behavior with a special focus on understanding the causes and implications of sexually violent behavior.
