Abstract:
The district court rules that as a condition of confinement (versus an unlawful use of force) a planned use of a chemical, control agent cannot be used if the inmate is unable to conform his conduct to prison standards due to their mental illness.Keywords: Thomas v. Bryant , 2010 WL 3270965
