Abstract: 

Dr. Pablo Stewart, the Monitor in Rasho v. Walker (CD Ill, 2019), is quoted as describing the IDOC’S mental health treatment plans as worthless. When you are understaffed, an organization tends to adapt, and the adaptation here can be significant delays in psychiatric examinations, extended backups on testing for those on certain medications, calling “it” a round when “it” was actually a cell-side treatment call in solitary confinement. It’s a time to reevaluate not just staffing levels, but the care SMI inmates are receiving—or not receiving.
