Abstract: 

V.W. by Williams v. Conway, 2017 WL 696808 (N.D. New York 2017) involves multiple claims by juveniles (16–17 year olds) held at the Onondaga Co. (N.Y.) jail.The issue of particular interest here is the jail’s liberal use of solitary confinement with these juveniles and the consequent impact on their mental health and interference with the juveniles’ right to an appropriate education even when in penal confinement.
