Abstract: 

The complete issue version includes links from table of contents entries to articles, and link article continuations, to facilitate reading. In addition to all the single articles listed separately, the complete issue includes short treatments of a 9th Circuit decision that clarifies the distinction between “substantial” compliance—necessary for removal of a consent decree—and “significant” compliance; death from starvation in a Virginia jail; and the growing conviction count for Riker’s staff charged with criminal misconduct.
