Abstract: 

Jails are, too often, a kind of canker sore on the criminal justice system, with conditions so severe and care so inadequate that litigation over these conditions is all but inevitable. The Walla Walla jail is a notable example of how to mobilize and develop a humane, clinically responsive jail program for inmates struggling with substance abuse and mental health related behavioral problems.
