Abstract: 

Decades after the widespread closing of psychiatric hospitals and the “de-institutionalization” of the mentally ill, a “re-institutionalization” is taking place—in settings not designed and ill-equipped for the job: prisons and jails. Ethicists, historians, and professors weigh in on this hint of a movement to consider the return of the longterm institution.
