Abstract: 

Lycoming County in Florida has an enviable track record for innovation. It was an early adopter of RF Home Curfew Monitoring in the late 1980s, opened its first drug court in 1998, began using GPS tracking the same year, and added Continuous Alcohol Testing in 2004 and DUI Courts in 2005. This article examines the types of offenders Lycoming selects for its problem-solving courts and offender monitoring programs.
