Abstract: 

The Florida Legislature tasked a team of researchers from its Office of Program Policy Analysis and Government Accountability to study the state’s use of electronic monitoring. OPPAGA’s conclusion: the Florida DOC should shift its monitoring focus away from low-risk offenders (at the time 70% of those on EM) and toward the monitoring of habitual and sex offenders.
