Abstract: 

Each step in the evolution of EM increases the amount of data gathered about the life of an offender. More data, however, does not necessarily mean more control. In this article, we explore some of the more interesting new capabilities that are or will soon be available, the potential benefits of these capabilities, the additional burden that the increase in data will bring, and the privacy concerns that need to be addressed. We conclude with some basic principles that should guide the use of these powerful new technologies, to ensure that the surveillance data we collect does not exceed legitimate needs, and that what we do collect is adequately protected from misuse.
