Abstract: 

Electronic monitoring is chasing the buck, following the trend in payas- you-go top-tier prison accommodations. Electronic monitoring, originally via radio tracking as early as 1983 in the U.S. and now using GPS technology, has become a popular alternative to imprisonment, at costs ranging from $5 to $15 a day, plus initiation charges that can reach $200. The monitoring, initially used for sex offenders and petty criminals, has expanded to include approximately 200,000 individuals subject to pretrial release or bail.
