Abstract:
Modern societies have become obsessed with the concept of risk, and this is especially evident in the community corrections field. Releasing authorities are overcautious in making release decisions on the bases of risk and are quick to respond to possible changes in the released offender’s circumstances by revoking his or her parole. Addressing needs as well as risks would increase community safety, relieve the overcrowded prison system, and save taxpayers money that could be used to better advantage elsewhere.Keywords: Reentry; relapse; corrections budgets; public safety outcomes
