Abstract: 

During the last quarter of the 20th century, the goals of humanitarianism and rehabilitation that once informed correctional policy were replaced with a punitive approach that threatened to turn the halfway house into a jail on a side street. Fortunately, most providers of reintegrative services found ways to withstand changes in the political climate and public opinion and adapt to the new environment while maintaining their ideals and practices.
