Abstract: 

Why, with the continued drop in overall crime rates, does the imprisonment rate continue to rise? We need to expand our horizons, build more evidence of what works, and strive for effectiveness, efficiencies, and economies in our efforts. This triple E approach means that based on the evidence available, we will provide: A program that is capable of producing positive results; A program that is not wasteful of energy or resources; A program that is careful in its use of both fiscal and human resources.
