Abstract: 

This article addresses the problem of reintegrating into communities prisoners who suffer from co-occurring disorders and provides recommendations aimed at implementing strategies to minimize recidivism. According to the Center for Substance Abuse Treatment (CSAT, 2007) of the Substance Abuse and Mental Health Services Administration (SAMHSA), an estimated 5.2 million adults age 18 years and over, or about 2.4% of the adult U.S. population, have co-occurring disorders. The majority, 53%, are not in treatment at all; 34% are in treatment for their mental health issues, 4.1% for substance abuse problems, and 8.5% for co-occurring mental health and substance abuse disorders.
