Abstract:

In the United Kingdom and other European countries, the issue of resettlement (reentry) is becoming a major challenge. Prison crowding has become an issue, and the search for adequate post-custody services is a main occupation of justice and correctional agencies in those countries experiencing prison population growth. It would be to our advantage to create opportunities for dialogue and information sharing with our colleagues in other parts of the world. JCC is attempting to do this and in this issue features articles discussing efforts in Africa, Canada, and the United States. Dr. Shively’s article discusses the importance of meaningful interaction with offenders and expands our understanding of the responsivity principle. The African experience of parole and probation programs in social rehabilitation and reintegration is explored by Dr. Alhas. Don Trapp’s contribution discusses the management of risk and the application of evidence-based practices to case management. Case management is often a neglected aspect of our work with offenders, and this is a worthy contribution to the discussion. Treatment programs suffer from a lack of consistency and continuity, and my effort in this issue is to discuss programs in Canada but to stress that although new ideas and programs are frequent, what are needed are the resources to continue our treatment efforts. Dr. Downey, president-elect of ICCA, contributes an interesting and thought-provoking article on transforming a residential services organization.
