Abstract: 

This paper discusses the main characteristics of effective correctional programming and looks at three treatment programs for specialized populations: Sexual offenders; Substance abusers; and Offenders with mental illnesses. The last population, offenders with mental illnesses, will also be used to demonstrate the need for consistency and the value of continuity of care from prison to community supervision.
