Abstract: 

Two major efforts in the past three decades have, in my view, proven enormously supportive of efforts to create safe and secure communities, namely: 1) The development and implementation of rehabilitative programs based on research; and 2) The growth and spread of the principles and practices of restorative justice. Today, restorative justice programs are in evidence both within and outside criminal justice systems. There are restorative programs being used: By law enforcement as reprimands for low-level offending; By the prosecution as pre-charge diversion efforts; and at the post-charge or pre-sentence stage of the criminal process as an alternative to prison.
