Abstract: 

There has been an increase in academic and journalistic writing about mass incarceration in the United States but only a few references to the impact that efforts to reduce the use of imprisonment may have on existing community services and the local community’s capacity to absorb large numbers of offenders being released into their neighborhoods. Is this just a movement from mass incarceration to mass supervision, without the requisite resources to meet the demand for effective supervision of released offenders?
