Abstract:

Judging from recent community correctional conferences, there is a renewed interest in staff-client relationship—therapeutic alliances, core correctional practices, client engagement, and a continuing emphasis on evidence-based practice and skills. In this article, the journal’s editor reflects on the changes in community supervision since the late 1960s and early 1970s, when his career began. Changes in legislation increased the offense categories for being placed on probation, and caseloads began to rise with no significant increase in resources. As prison populations also began to grow, there was an increased call for alternatives to incarceration. Evans sketches the trajectory of supervision strategies deployed to ameliorate the increase in supervised populations and the efforts made to reduce reoffending by supervised persons.
