Abstract: 

This issue goes to press during a temporary calm spell, with the Senate Finance Committee expected to release the first draft legislation growing out of its lengthy examination of the U.S. charitable sector. Much of that drama up to this point has been reported in these pages, but so far there has been no actual legislation to review or examine. Indications are that an initial draft will be released at about the time this issue appears.
