Abstract: 

As this issue goes to press, Congress is trying to resolve differences between the House and the Senate that would allow them to put out a final tax and reconciliation bill— The Tax Relief Act of 2005. (Yes that’s right, 2005; this is the budget reconciliation measure that should have been passed last year.) The Senate version of the bill included a number of charitable provisions, but none of these appeared in the House version.
