Abstract: 

The first installment of this article discussed the recent proposals for changes to the prosecution of sex crimes in the military and the historical opposition to military justice. (Ryan Fox, J.D., “Part I, Prosecution of Sex Crimes in the Military,” 15(2) SLR 17 (Feb./Mar. 2014).) In part II, the author continues the debate about how to best deal with sexual assault in the military, summarizes the development of the governing Articles of Military Justice as the backdrop to the debated issues, and offers support for removing chain-ofcommandoversight.
