Abstract: 

How can we best protect the public from those who truly present risk without forfeiting the prospects of a normal and productive adulthood for those many others who present little or no risk at all? This article seeks to trace these developments and suggest some room for improvement in how we assess the juvenile offender, humanely and accurately, for the benefit of society and offender alike.
