Abstract: 

Any incident of sexual assault crosses the boundaries of safety and protection guaranteed to all by the Universal Declaration of Human Rights, specifically by Article 3, which establishes the right to security of person. When countries and the agencies tasked with protecting their citizens from sexual violence consistently fail to respond to victims of sexual assault on a large scale, these failures rise to the level of a major human rights abuse.
