Michigan Rulings Explore Legal Issues of Homeless Sex Offenders

Abstract:
Two Michigan-based court rulings in 2011—the first issued in July by the state’s supreme court and the second in December by the U.S. District Court in the Western District of Michigan—underscored just some of the many legal complexities surrounding the application of sex offender management policies to those who are homeless and transient. Beginning with some general background on the practice and policy challenges concerning homelessness and transience among the sex offender population, this article summarizes and discusses each of these cases, and examines their potential implications.Keywords: People of Michigan v.
