Abstract: 

In November 2011, the Joint Legislative Audit and Review Commission (JLARC) of the Virginia General Assembly released a detailed report calling for revisions to the Commonwealth’s sex offender civil commitment (SOCC) program, including its systems of case review and assessment, legal commitment, institutional treatment, and conditional release. (Joint Legislative Audit and Review Commission of the Virginia General Assembly, “Review of the Civil Commitment of Sexually Violent Predators” (Nov. 14, 2011).) This article provides an overview of the report’s context, findings, and recommendations.
