Abstract: 

Because they often have difficulty establishing themselves in a community and overcoming the challenges to occupational and familial relationships, sex offenders move frequently, and, in Europe, sex offenders have been found to use the lowered travel restrictions in the Eurozone to avoid conviction. To address these risks, the Parliamentary Assembly of the Council of Europe (PACE) introduced a resolution in 2010 calling for a European-wide sex offender registry. While the resolution itself has been adopted, the laws among member states and other nations have not been made uniform to the degree that the PACE had anticipated. Following is a brief review of the resolution goals, and a summary of sex offender laws in the UK that have served as a model for other nations to supervise former offenders.
