Abstract:
This is the final installment of a multipart article that examines the use of electronic monitoring for convicted sex offenders. The first installment of this article, published in 12(2) SLR, discussed the complications that can arise in using GPS monitoring for released sex offenders, especially for those offenders who have uncertain living situations or are homeless, or, as in the Canadyan case, do not have the most basic requirement of GPS monitoring—an electrical outlet—where they live. The second article in the series, which appeared in 12(3) SLR, examined recent safety technologies and the various types of GPS monitoring. The final installment, below, discusses various state laws and several of the debated issues regarding GPS monitoring. Keywords: Virtual Parole Officer; Jessica’s Law; Search and Seizure; High-Risk Offenders; Deterrent Effects
